Job Description:

This is a non-merit position with the First Judicial District Department of Correctional Services. Candidates must follow the instructions in the "To Apply" section. Positions in this class are exempt from the screening and referral requirements of the Iowa Department of Administrative Services - Human Resources Enterprise. The First Judicial District Department of Correctional Services is looking to fill a Systems Administrator. Duties The successful candidate will perform journey level functions in network coordination, database management, developing and operating personal computer systems and local area networks. Develops and delivers information management related training courses; or is responsible for complete systems analysis assignments or leading large programming projects. Performs related work as required. This is a confidential position which reports to a District Director or district level administrator. Responsibilities: Under direction of the District Director, this position performs advanced technical work in the planning, analysis, development, and implementation of data processing systems within the district. Incumbents in this class are responsible for actively sharing information and resources with the statewide Network Administrators Committee and for leading that Committee in the development, enhancement, and use of statewide systems. Manages, directs, and controls the district's statistical process, data preparation, computer hardware/software technical maintenance, and data control activities in their entirety. May provide supervision to data processing or information technology staff in the District. Analyzes system management processes/systems for efficiency, effectiveness and automation to meet objectives more effectively and help move the District Department to a planned and managed environment. Evaluates alternatives and potential changes. Manages activities related to running information systems by coordinating the availability and allocation of system resources. Evaluates impact of workload on system resource availability. Prepares written and oral instructions to guide the operation of a major component of an information system. Defines and maintains appropriate backup and recovery procedures for critical information and systems. Develops procedures for distribution of computing system output to achieve agreed-upon performance levels and availability. Administers networks in conformance with established standards by coordinating required system outages with customers, establishing service level agreements, establishing system performance and availability goals based on service level agreements. Monitors system performance, provides reports to management and users concerning resource usage to insure users have authorized access to required information system resources. Participates in the planning and procurement process for information systems by assisting in the evaluation of automation alternatives providing hardware and software product samples. Consults with customers concerning systems management. Prepares detailed specifications/proposals. Evaluates proposals. Makes recommendations and coordinates the procurement process in order to secure the required hardware, software, or service. Acquires skills and remains current with emerging information system technologies by attending classes and/or reviewing technical literature and vendor product descriptions in order to assist in the evaluation and identification of the potential use of alternative information system strategies and the development of recommendations and proposals for solutions to business requirements. Serves as systems manager for one or more system management processes/systems, including coordinating the availability and allocation of system storage space, administering system resources such as network, data, programs, and objects, system access, etc., within organizational standards to ensure integrity and security. Recommends and documents standards, policies and procedures such as the resolution of customer service level problems, administrative functions, and other system management processes for mainframe and PC-based applications to maximize customer service. Develops and delivers formal and informal training presentations and documentation to individuals or groups to enable them to efficiently build or utilize information systems. Manages information processing systems by developing proactive short-term performance requirements, establishing operational procedures, evaluating the impact of new/changed software, monitoring performance through utilization or reporting tools, analyzing output, making changes as required, and reporting results to management to consistently meet customer service level agreements. Installs and upgrades information system components such as hardware and software which are mission critical to District's performance requirements by developing installation plans, configuring, tuning, placing, testing, training users, and documenting these components to meet business needs. Analyzes the more significant complex and involved agency operations and procedures, applying business process analysis to identify and study their components to determine the feasibility of adapting to automation. Evaluates potential changes in operations and procedures, prepares cost estimates and time lines for completion of details identified during analysis. Develops detail design by preparing data flow diagrams to depict the flow of data through the system, designing documents, forms, record layouts, etc., necessary to generate, transmit or gather data. Adjusts time lines and cost estimates based on results of detail design. Oversees systems development activities. Prepares program specification detailing purpose and function. Develops databases or files to be utilized in a testing environment. Performs testing of systems by processing sample data to compare output with intended purpose. Prepares systems documentation according to existing standards and procedures, utilizing available tools. Develops program code. Interacts with other members of projected team, customers and support staff. Coordinates implementation of the system. Develops, coordinates, and administers customer training. Supports systems by providing enhancements and maintenance as required. Plans and participates in the development of complex programming code utilizing a variety of programming tools. Evaluates alternative methods of program development. Directs the development of programs by providing advice and consultation to less experienced information technology staff. Suggests solutions to complicated and technical programming problems and advises on program logic. Trains less experienced staff in technical areas such as programming techniques, file organization methods, job control language, programming and other agency standards. Develops and conducts training for products and software, by use of purchased materials, or use of multi-media equipment, or by independently developed materials. Acquires skills in using languages and software for multiple platforms, to continue to meet the requirements of the District. Competencies Required Knowledge of a broad range of current and emerging information technology including software, operating systems, telecommunications, database, and hardware available to be applied to agency needs. Knowledge of basic system management processes/systems, as required in designated positions. Knowledge of basic business concepts and principles. Knowledge of programming languages, operating systems, or utility programs used by the District Department, as required by the position. Knowledge of business process analysis methods and techniques of systems analysis, design and development, as required in designated positions. Knowledge of systems security methods and techniques. Knowledge of accepted principles and standards of research and analysis relative to recommending, coordinating, and implementing information processing systems. Knowledge of methods/tools used to troubleshoot information processing system problems and monitor system performance. Knowledge of advanced computer programming methods, techniques, and tools for application development on multiple platforms. Ability to apply the knowledge of information technology to formulate and conduct assigned training courses for both information processing staff and customers. Ability to apply methods/tools to solve complex information system problems. Ability to provide quality services to a variety of clients and customers. Ability to analyze current and emerging technology to evaluate and recommend improved and potential uses. Ability to read and interpret technical written information/instructions. Ability to develop programs of a high level of complexity. Ability to plan work, think conceptually, observe and evaluate trends, analyze data, draw logical conclusions and make decisions and recommendations. Ability to develop and conduct training using skills in adult learning techniques, course development, and presentation. Displays a high level of initiative, effort and commitment towards completing assignments efficiently. Works with minimal supervision. Demonstrates responsible behavior and attention to detail. Aligns behavior with the needs, priorities, and goals of the organization. Encourages and facilitates cooperation, pride, trust, commitment and team spirit. OR Successful completion of 18 semester hours or its equivalent in classroom hours in a concentrated program in one of the specialty areas listed in the clause above will be qualifying and may be substituted for graduation from an accredited four-year college or university. OR An Associate of Arts degree in computer science and two years of satisfactory employment in one of the specialty areas listed in the first clause will be qualify OR Certification by an authorized educational institution or major computer or software producer in an area directly related to one of the computer specialty areas listed in the first clause above will substitute for the graduation from a four-year college or university. Necessary Special Requirements: Ability to travel to various work sites, possession of or ability to obtain a valid driver's license, and ability to be insured under the district's auto insurance coverage.
